Order fulfillment shortfall report : Qty not fulfilled (R4277701) whereas available stock

Dear all,

I'd like to use the Order Fulfillment (G427777) functionality in order to detect (without committing) the order lines to be prepared for a pick date whose available stock is lower than the total quantity ordered ( = fulfillment shortfall report). This will allow the customer service to make a choice on the orders to be sent in preparation (Pick Slip R42520) in case of stock shortage. 

By creating a Line Service Level Rule, I indicate a Line Minimum File Percentage of 100% at line level (02) in order to detect any order line without enough stock.

I raise an order line for a quantity of 1 EA while the available stock is 1000 EA. I run the auto fulfillment job (R4277701) which doesn't fulfill the quantity : the error is "Service Level Line Rule Not Met".
