Smart View Unpacking Error

We are upgrading Smart View from version 11.1.2.5.720 to 20.200.

During our testing, our users are receiving the following error when opening their first Excel file with Smart View enabled after the installation is complete:

Unpacking

C:\Users\USERID\AppData\Roaming\Oracle\SmartView\Extensions\Packages\JBIPSProviderInstaller.svect failed:

Access to path C:\Users\USERID\AppData\Roaming\Oracle\SmartView\Extensions\Packages\JBIPSProviderInstaller is denied.

What is causing this?

We are installing Smart View as an Admin at the SYTEM level for all users of the machine. We are also deleting the file path mentioned in the error before installing v20.200 to allow it to create the directory itself.
