How do we setup for St Louis, MO Local ER tax calculation?

Oracle EBS 12.1.3 RUP 13

We received a notification we have not been paying the St Louis, MO Local Employer Tax of 0.5%. The Employee tax is being calculated but not Employer Tax. Any information on setup is appreciated.
