Why are Full HCM ERD's No Longer Available?

Hi. We are on HCM 9.2. I would like to know why ERD's are not made available to customers anymore. We installed the project that produces a PDF of tables that are utilized by the component you select, but a great many tables are not used by components or otherwise externalized in any way, yet are critical to understanding processes, support, and to accurate reporting - yet Oracle has chosen not to make these available for customers.
