Why mapAttributeInfo doesn't always get calls on SAML2.0 Identity Asserter Attribute Mapper?

We created a custom SAML2.0 Identity Asserter Attribute Mapper implementation class. We noticed on a certain user, the mapAttributeInfo method doesn't get call. Does anyone have an idea what could cause that?
