WC Rate Update

Per document E1: 30A: R30835 not Freezing Work Center Rate (Doc ID 1960189.1)

does not exaplain why this is as designed, and we failed to update the WC rate even set the PO#3=2 and PO#6=Blank. And is this also as designed with PO#6=Blank? Thanks!
