How to associate a stock issue from inventory with iProcurement catalog purchase?

Business organization wants to define Internal stores in iProcurement. When buyer selects items and adds to basket, it should not create a purchase requisition, but it should trigger an inventory transaction where the selected goods are simply issued out against an account code. Basically similar to a miscellaneous issue. I want to understand conceptually what is achievable in Oracle in standard as well as custom terms. Thanks in advance.
