Oracle Apex 20.1 english

Hi,hopefully someone have the answer, after i installed oracle apex, in my machine, the all-languages zip, apex admin show the next error:

so i was confused, because it didnt seen that anybody else have that problem, then i try to install the spanish package, and the admin page show up. Someone please can help becuase i need to use the english version.
