SoftChalk SCORM 1.2 is returning that the IMS Manifest File is invalid

Peoplesoft 9.2, PUMM20 and PeopleTools 8.58.05.

We have a softclalk packaged for SCORM 1.2, but when uploaded, it comes up with an IMS Manifest file is invalid. Wondering if anyone has experienced this or has recommendations on how to fix this.
