AR Notification not working

we have implemented Pay when paid functionality in R 12.2.8 , at Project type and Project level we have enabled 'AR Receipt Notification' option

after applying the Receipt to customer invoice , ran the Workflow background process , Item Type : AR Notification , the Project manager did not received any notification that Receipt has been applied to the customer invoice, we are using the oracle stand workflow process and there is no customization

please advise if any process steps or setups missing??
