OEM 13.5 Migrating OMS to Another Host Fails with Error on BI Publisher

Installed fresh OEM 13.5.0.0.0 to node 1. Adding Management Service to second node fails with BI Publisher configuration issue. However, BI Publisher is not included OEM 13.5.

ADD_MANAGEMENT_SERVICE fails with:

OMSCA-ERR:Post deploy operations failed. Check the trace file:/u01/zfs/em/mw/cfgtoollogs/omsca/omsca_20210607170652.log

Add OMS failed

Cannot determine if BI Publisher is configured with Enterprise Manager: INSTANCE_HOME directory doesn't exist

OMS CA recover failed
