Failed to load driver library jdboci121.dll after Fat client install. Tools 9.2.4

I have installed E1Local, 32 bit oracle database client, Visual studio 2017

Copied the TNSNAmes.ora from the deployment server\release\client to dbclient\network\admin


I have confirmed that 32 bit db client is installed.

jdboci121.dll is in c:\e920\system\bin32

c:\e920\system\bin32 is in the path.


jde.log:

Failed to initialize driver.

Could not init connect.

Get connect info failed: Transaction ID =

Failed to get connectinfo

jdeSpecOpenLocalOpt completed in error - JDESPECRESULT_JDBFAILED.

Failed to load driver library jdboci121.DLL


Installing on a fresh install of Windows 10 VM


JDE Configuration:

E920 Update 4

Tools 9.2.4.4

Windows 64 bit OS
