Is it possible to update sales order line level modifier by applying header level modifier?

RMA has multiple lines and based on line level modifier(type: Freight and Special charge List) setup, some fee applies to every single line while creating RMA's.

Question: How to mass update all RMA lines to update the Charges instead of doing it line by line.

Current process : RMA lines->Action-> Charges-> Remove the existing modifier and save the record--> add new modifier for different charge value.
