EEO-1 Reporting

Hi,

I have a client who is working on their EEO-1 reporting for 2019 and 2020 and they think the number of employees reported is low. For their type of business they have several employees who may be active, but are benched and not receiving pay. So for the pay period range being reported, there could potentially be less employees who were paid than are actually active for that time frame.

How would you suggest this client accurately report their numbers if the report is only looking at the employees who received pay during the time frame being reported. Or how does this report determine who to include?
