automation of page/index rebuilds post quarterly upgrade

We experience extremely poor page load and general responsiveness in Oracle ERP (FIN, SCM, etc.) after quarterly upgrades. Users are trained to expect it and told "it will get better as you use it". And it does. But slowly. Is there a way to automate this so users aren't faced with long wait periods?
