Retroactive Pricing Profile set to 'Open Relases' stops PO price update

Hello,

I set the ‘PO: Allow Retroactive Pricing of POs’ to 'Open Releases' on a responsibility, created a new one line standard PO, performed a partial receipt of the PO, and wanted to then update the price.

I'm now unable to update the price on the PO. When testing this last year, same release etc., I was able to update the price on the PO and a new receipt would not update the price of the initial one. The only change was a database upgrade since the last testing - no setup changes.
