REST api is not showing updated methods

I am using EBS 12.1.3 with DB 19c (19.10.0.0.0). There is a custom rest api which is in undeployed state. I have compiled .pls and .ildt files on apps server which did not show any error. But api is not reflecting new methods in application. I also cleared cache using functional administrator but still no success.
