Oracle patch for Northern Ireland country code as XI after BREXIT availability in oracle 12.1.3 ver

Part of UKH BREXIT, Northern Ireland needs to have a new country code as XI, the ask here is to update the existing customer address with country code as XI. I am checking if Northern Ireland is identified as a new country in United Nations and does Oracle has a patch to update the required HZ and FND tables via patch.? If there is no patch, is it expected in any near future? What are the steps to be followed in case of any customizations required if the patch is not available?
