Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Create item instance automatically while create counter

Can I create a counter without creating an item instance as the customer doesn't have a product to define for each counter.

Ex: the phone calls for call center what's the need here to create an item instance?,

Also, I must define two items to create a counter one for the counter and another item enables me to create an item instance?
