Delay Sales Order Processing Based on Request Date

I'm told there is setup in place where I'm working to prevent sales order processing until the Request Date is within 20 days. I've reviewed Advanced Preferences and I don't see anything obvious that would be causing this delay.

Any suggestions where I can look?
