SQL Developer - Shared Installation

My company doesn't allow desktop clients for most software for security reasons. They use Citrix. I am losing a lot of the functionality in SQLDeveloper by not being able to save my preferences. The default location is not writable by users. I can export / import my database connections but they don't work until l also hunt down the tnsnames.ora file. The placement of the config file(s) is not available to user.

Does Oracle support shared installations for this free client? Is there a way for every citrix/sqldevelper user to have his/her settings persist across developer sessions?
