Will HR RUP 14 migrate from 12.1.3 to 12.2 when we upgrade to 12.2.x?

We are planning on upgrading from 12.1.3 to 12.2.x where x is the latest , Will HR RUP 14 migrate from 12.1.3 to 12.2? How do we handle this? If we apply HR RUP 14 to 12.1.3. RUP 14 has to be applied to 12.1.3. DB will have HR RUP 14 code inside it. 12.2 has a different code level for HR RUP 14.
