Talent Acquisition Manager - Letter Templates

I am experiencing an issue where the delivered Talent Acquisition Manager templates are no loading on the prepare job offer page for selection. everything seem to be grayed out on the page. Has anyone experience this issue. I have confirmed that i do have the Peoplesoft User and Standard Query Permissions Role.
