Queries-Siebel IP21.5 Installation & Upgrade

We are planning to upgrade from Siebel IP14.9 to IP21.5, with below hardware and DB server changes

Existing Siebel Setup: Siebel version IP14.9 on Wondows2008R2

Oracle DB server 12c

New/Upgraded Siebel setup: Siebel version IP21.5 on Windows 2016 (New hardware)

Oracle DB server 19c

Planning to follow below approach for upgrade(high level):

New installation of IP21.5 on Win2016 servers -> Move Siebel repo of IP14.9 to new Oracle 19c server -> Run IRM(invoke dbsrvr upgrade wizard from IP21.5 Win2016 server) -> Siebel Configuration

Q1) During IP21.5 installation, wizard has two option: New Database Repository (master repo)
