Standard Practice for Oracle EBS Upgrade

Hello,

We have Oracle Ebsusiness release 12.2.3 running on Oracle database 11g r2.

We need to upgrade the database to 19c and EBS application to 12.2.8

What is the best strategy to accomplish the above? Database first and then Application or vice versa?

Also, is there any how-to guide for upgrading the database from 11g r2 to 19c?

Please note that all of these are under on-premise infrastructure. Not cloud.
