Install Enterprise Manager 13c on VMware / ESX

Hello

I have a interesting question related to Enterprise Manager installation and the licensing rules which are related to.

As Oracle documentation describe, I'm able to install and use OEM with base edition for free when all the targets (DB) are correctly licensed and declared, but I don't find any details about the architecture which would be possible to install it.

If I want to install OEM on a single VM based on a existing ESX cluster, does I need to purchase a special license ? Does I have to build a new architecture for it or it's possible to use an existing ESX without purchase any additional licenses ?
