Approve/Reject disabled when accessing View Journal Details from email approval notification

When our users select View Journal Details from a journal approval email notification, the Approve and Reject buttons are disabled. Is this intended functionality? It seems semi counterproductive to not be able to approve the journal directly when viewing the detail.
