What Garnishment setup combo will follow Basis of Calc AND reduce deduction by Taxes & Deductions?

 Requirement: Garnishment is set up with a declining balance and 10 % in the Amount/Method Garnishment Rules tab. Based on Doc ID 1287537.1, we changed the Source of Calc to B on the Wage Attachment Workbench. This resolved the issue where Supplemental payments were previously added to the calculation amount, but we need a way to exclude Taxes AND Mandatory deductions. The Mandatory deductions are

not being excluded. What should we change in our setup to accomplish this?
