What is the correct Legislative Category to select when setting up Jurisdiction for Kazakhstan

There is no Kazakhstan in the territory LOV when create legal entity, so we need to create new jurisdiction with Legal Entity Manager role, but I am not sure what is the correct Legislative category to select?
