Oracle Projects Funds Check issues and options

in Projects - EBS (MOSC) Question

Our users have issues of completeness of budgetary controlled funds check in Oracle Projects. As many users reported before that Oracle Projects supports budgetary control only for supplier costs. That means you can check funds and reserve incumbencies for requisition, purchasing orders and supplier invoice. There is no budgetary control for inventory issues, miscellaneous transactions in GL, and labor transactions, such as payroll. The potential risk of the incompleteness of budgetary controlled funds check is that a project may exceed the approved budget amount.

We are aware that this issue has been with Oracle EBS for years, different enhancements requests have been documented. What we want to know are:
