promo code for handling multiple discount

Dear Team,

we have requirement that Business will enter Promo Code at header level.based on that discount should get applied as below on single sales order

item A-10% Discount

Item B -25%Discount

Item C-5%Discount

Item D-Not Eligible for Discount

item E-Shipping charges should be Zero based on item (D)


Whether any clue that this can handled with header level promotion code or any scenario
