opatch skipped the patch we are trying to install saying This patch is not needed.

Issue: when we are trying to create charge with rollover event, we got a error message in pdc and when we looked for the issue in oracle community we got this reference: Doc ID 2636024.1.

As mentioned in oracle community we are trying to install the patch : 30715693 using opatch.

after running the command

./opatch apply –force 30715693.zip

we got this below responce
