AR tax calculation not recognising minimum amount set in tax parameters P76IC00

I am trying to set up Columbian localisation tax parameters, P76CI00, to not calculate withholding taxes under a given threshold.

For example, the tax rate area is set to 19% and the withholding element set to a blank percentage.

The corresponding Withholding Tax is set at -2.5 in the P76IC00 for AR, with a minimum amount of 980,000

Testing the tax calculation through AR invoicing, the tax calculates at 19% - 2.5% (16.5%), regardless of the value of the taxable amount of the invoice. It should calculate at 16.5% only for amounts over 980,000 but it does not seem to recognise the minimum amount value. If I change the -2.5% to a different value, it does recognise that with no problem.
