CA ACA Error Issues that may not be covered in new patches

Hi - we have not yet applied the new patch Oracle provided 32951538 released on 6/11 for CA ACA filing due to resource constraints. We did still try to file with California after getting our TCC Codes to show the state that we were attempting to file. We got 2 errors that I do not think are addressed by the patches but wanted to ask. I likely need to open an SR but thought I'd see if other users have had either of these issues and if the patch helped fix either of them.

We have 2 different files to submit. One file we were able to upload and it got rejected for item #1 below. The 2nd file would not even load due to the file being too large. #2 below.
