Add Resource to existing Process Operation

in Process Manufacturing - EBS (MOSC) Question

We are trying to add a newly created resource to an existing Process Operation. The resource field is grayed out not allowing a new resource to be added. Is is possible to add or do we need to create a new operation? We have always had only the 1 operation with 2 resources attached. What impact will adding a new operation with all needed resources, the 2 existing and the 1 new, have?
