tfactl diagcollect -srdc ora600 fails with Not enough space in Repository or TFA_BASE

I have just installed 19c 19.3.0.1 and applied the RU for Jan 2021. Why is the version not updated? I am not seeing anything in the documentation to indicate what my oracle environment needs to be. I am not installing or running as root, but as oracle. When i run tfactl diagcollect -srdc ora600 if fails due to space but there is plenty of space available:

df -m $TFA_BASE

Filesystem  MB blocks   Free %Used  Iused %Iused Mounted on

/dev/hd1    30720.00 26162.28  15%  24875   1% /home

 tfactl set repositorydir=$TFA_BASE
