Problem with restful tests in apex Application Express 5.1.1.00.08 after schema renewal

The username or password for connection pool named apex_rt, are invalid, expired, or the account is locked

Accounts are open as you can see bellow.

Everything else is working properly in apex except restful services.

I am using ords.3.0.9.348.07.16 and my database version is 12.1.0.2.0.
