OEM13cR5 prerequisite kit error: error Unable to copy the logs to the permanent location

I'm running EM Prerequisite Kit in Silent Mode for OEM13cR5. I have 19c single tenant database on Linux 7.9

I keep getting this error

Unable to copy the logs to the permanent location: The permanent log directory is unknown (null)..

This is the command I'm running and CONFIGURATION_TYPE=ADVANCED in the response file "emprereqkit_install_SL.rsp".

[oracle@xxxxx oem13cR5]$ ./em13500_linux64.bin -silent EMPREREQ_KIT=true -responseFile /software/dba/OEM/oem13cR5/RSP/emprereqkit_install_SL.rsp -J-Djava.io.tmpdir=/software/dba/OEM/oem13cR5/stage/
Launcher log file is /software/dba/OEM/oem13cR5/stage/OraInstall2021-06-21_10-20-28AM/launcher2021-06-21_10-20-28AM.log.
