Closing POs with qty open = 0

Hi, we are using 9.2. Because of the items that we purchase, many times we are receiving less than the quantity ordered. So if we order 300, we receive 100, 100, 75. Then the buyer is notified that there will be no more shipments for this item for this PO. So the buyer changes the qty ordered on the PO to 275 leaving no open quantity. But we have the version locked at 400, so the buyer cannot close the lines by making it a 400-999. We have accumulated many lines at 400-400 with 0 open quantity.

I see from Enhancement Bug 10781868 that maybe others would like to use R4311z1 to update orders like this. My questions: 1. is there a better way to do this so that the buyer can close the line? The warehouse could close the line when receiving, but they do not know that there will be no more shipments. 2. Is there any kind of UBE that will close a line with certain statuses (400-400) and qty open = 0?
