Benefit Plan Options Do Not Appear in Self-Service but are available in On-Demand

Does anyone know why benefits plans do not appear in self-service but can be selected via on-demand event maintenance?

Basically, plans are not available through self-service. However, the waive option does appear. The event used does have Available Through Self-Service checked. Eligibility and Event rules work as expected when in On-Demand.

On version 9.2 selective upgrade.
