How to clear up a pre-encumbrance on a closed requisition

We have several closed requisitions that still have a pre-encumbrance after being closed and budget checked. Is there a way to clean these up without having to reopen each requisition one at a time then reclosing and budget checking via Requester Workbench. We have over 7,000 requisitions with this issue that we need to get cleaned up and reopening them one at a time is very time consuming.
