Public Templates available in Fluid Submission?

Hello, We are in the process of moving our submission flow from Classic/Classic+ to Fluid Submission. We are not seeing the option to create an expense report from a public template even though we have templates setup in our configuration. Is this available in Fluid?

Set Up Financials/Supply Chain > Product Related > Expenses > Management > Template
