Currently running APEX 5.1.0 on Oracle 11g want to upgrade to APEX 21.1 on Oracle 18c issues?

We have been running APEX 5.1.0.00.45 with Oracle 11g on Windows Server 2012 R2 since 2016 and now want to upgrade to APEX 21.1 with Oracle 18c on Windows Server 2019 to get as currant as possible. Is this possible or are their intermediate steps to take? Also are there 11g to 18c multitenant issues to consider?

I've read the APEX 21.1 Installation Manual, specifically Chapter 5: Utilizing the Multitenant Architecture in Oracle Database 12c or Later

And am not sure the best approach to choose for installation, especially considering we want to export our current Application Workspace from APEX 5.1.0 and Import it into APEX 21.1, but just installing APEX into a CDB will not let me import without raising all kinds of errors.
