Installing oracle enterprise manager 13.4 fails with ERROR: Unable to continue with the installation because some one-off patches could not be applied successfully.

There`s nothing I can do with this error:

uname -r

3.10.0-1062.18.1.el7.x86_64


[oracle@CloudControl oem135]$ sqlplus / as sysdba

I have tried it both searching for updates on software updates screen of oracle enterprise manager and on skipping software updates

I have tried it unsetting ORACLE_HOME rdbm variable, then set it again, set OMS_HOME variable, but no lucky. There is no much information about this error
