Ability to Prevent/ Hold sales orders

Hello All

We have a requirement where in we have certain sensitive products which are being sold and they need a license. We have two potential situations.

a). Certain products should not allow the creation of sales orders if License is not available

b). Certain other products can allow creation of sales orders but should not allow pick/pack and ship before entry of license numbers.

While there is a manual option of putting the orders on hold, wanted to check if there is any way of preventing order entry or putting it on hold till entry of license number automatically at order creation.
