Price Effective Date Not using proper Date

System Branch Plant Constant is set Sales Price Based On Date = <blank>. see image

Today's date 6/28:

Site/Branch Plant company added future Adv pricing to take effect next week, 7/5 and old pricing still exist expiring 7/4 See image for sample item# 002112007012

Manual SO Entry with Adv pricing the Price Effective Date is populated using REQUESTED DATE of 7/8 However it should be using 'Transaction/Order Date' = 6/28

I would expect the PEFJ = 6/28 and give current price.

This is not a repricing issue, it is during standard SO Entry P4210

Is there some other Processing option or setting that ignores System Constants & drives the PEFJ to populate with Requested date?
