Is hard partitioning an Oracle Accepted Solution for Oracle Linux with RHCK Kernel?

We have some VMs in Oracle Linux 7.8 with RHCK Kernel. We are trying to implement hard partitining (CPU Pinning) for these VM because of the license issues. I have seen from some other blogs that if we are using RHCK kernel in Oracle Linux, Hard partitining is not a valid configuration. It applies to only UEK kernel. Is it true?
