Need example/walk-thru of Notification/Event/Alert framework

in Supply Chain Management - PSFT (MOSC) 3 commentsQuestion

I need to setup an email notification or alert, and after reviewing the peoplebooks documentation on notification framework, I'm more confused than ever.

The notification needs to go to the ePro Requisition requestor if the req that was just entered meets some criteria for COI (conflict of interest).

Is there an example or video walk-thru that is easy to understand?
