How is a custom Type of Hire added in Talent Acquisition

We had a custom Type of Hire of "Promotion" created (I believe by a consultant working on our project), but it was included in the Manage Hire Setup Page so our Manage Hire transaction are not clearing the Manage Hires queue once processed.

Is anyone able to share with me how/where custom 'Type of Hire' values are created?
