9.2 JDEweb client not starting if ORACLE_HOME set to db instead of client but DB works

and if i set the oracle home path to 32 bit client listener service not starting (listener servies started and stopped on the local computer. Some services stops automatically if they are not in use by other programs )

the lsnrctl stat command shows following error
